An example of traffic throttling: if you use skype and talk to family at a distance, your internet service provider often starts to ruin your connection <in Canada anyway>, causing skype to sound like it is 'skipping'. This is an example of traffic shaping, and not skype sucking. The internet service provider would rather you pay long distance through them than use a free service like skype.
